Committee Structures 2025/26

Finance

The Finance Committee meets on the first Tuesday evening of each month at 18:30.

This committee will not meet during August, unless there is urgent business to discuss. The committee has delegated powers to monitor and control expenditure and income in accordance with the Council’s approved budget throughout the current financial year. The function of this committee includes:

  • Administer best value throughout the council's finances

  • Distribute grant aid up to the amount agreed in the estimates for the financial year

  • Monitor income and expenditure on a monthly basis and ensure such expenditure is within the agreed budget

  • Monitor the awarding of all contracts

  • Developing the draft budget provided by the Town Clerk and Responsible Finance Officer (RFO) through the autumn for approval by the full council in January each year

  • Appoint an internal auditor

Human Resources

The Human Resources committee meet as and when necessary. The committee sets the policies for the employment of staff and monitors their effectiveness.

Leisure & Environment

The Leisure & Environment Committee meets on the last Tuesday of every month at 18:30.

The committee will not meet in August or December, unless there is urgent business to discuss. The committee has delegated powers for spending, as long as it is within the approved budget. The functions of this committee include the monitoring and maintenance of the following:

  • The Town Hall

  • Public Clocks

  • Bus shelters

  • Allotments

  • The War Memorial

  • The Croft

  • Millacre (inc the Boating Pond)

  • The Cemetery

  • Closed churchyards

  • Public conveniences

  • Christmas lighting (inc the Christmas Tree)

  • Public open spaces

  • Town Economy

  • Public Events 

  • Sporting and social events

  • Proposing budgets

Planning, Development & Highways

The Planning and Development Committee meets every other Monday, starting at 18:30.

This committee considers all planning applications for Sudbury. It also advises the council on new development proposals and the Local Plan. Due to the time scales of replying to Babergh District Council with decisions, the Planning and Development Committee have delegated powers.

Policy & Resources

The Policy and Resources Committee only meets when required.  Meetings are often held on the third Thursday of the month at 18:30.
This committee is responsible for maintaining the council's strategic direction, looking ahead to balance ends, ways and means, in order to deliver efficient and effective services to the public.  The committee conducts a rolling review of the council’s policies and procedures to ensure relevance, effectiveness and compliance with current legislation and guidance.
