INVITATION TO TENDER

FOR 

 

FLORAL SUPPLY AND MAINTENANCE CONTRACT - OF FLOWER BEDS, PLANTERS, SHRUB AND PERENNIAL BEDS AND BIODIVERSITY AREAS

CONTRACT PERIOD: OCTOBER 2026 - OCTOBER 2029

SUDBURY TOWN COUNCIL â€‹

Sudbury Town Council takes great pride in the appearance of our town centre and the green spaces we are responsible for and recognises the significant role that well maintained, sustainable and creative floral and plant displays play in creating an attractive and vibrant town centre.

We are now inviting applications from qualified contractors for our Floral Supply and Maintenance Contract for the period October 2026 - October 2029.

 

 

Timeline for applicants:

•  Return date for Tenders by: Monday 20 July 2026 

â–ª  Assessment and final panel decision by: Friday 31 July 2026 

•  Applicants notified of panel decision by: Monday 3 August 2026 

•  Agreement of Contract by: Friday 7 August 2026 

•  Commencement of contract on: Friday 16 October 2026

In order that full consideration can be given, and responses can be forwarded to all Contractors, comments and questions must be received no later than 30 June 2026. Questions and queries received after this may not be considered.

QUESTIONS FROM APPLICANTS

Roundabout access. 

Q: I understand roundabout beds require a site visit to be arranged with a representative present. Could you let me know how best to arrange this, and provide some availability over the coming weeks?

A: Please get in touch with (Rachel Price) directly on 01787 275772, and I will arrange for one of our operatives to take us to the roundabout sites. You will be required to wear appropriate hi-vis clothing while inspecting site near the Highway.

 

Existing plant stock. 

Q: Will the successful contractor be inheriting any existing planting at contract commencement (16 October 2026), or should pricing assume all beds and planters are being planted from scratch?

A: Pricing should include all supply and maintenance costs for planter schemes. All beds are now planted with drought tolerant perennials, but some provision should be made under maintenance costings for the replacement of dead or removed plants where required. The council advises visiting all sites to ensure accurate costings.

 

Green waste composting. 

Q: Could you provide some further detail on the capacity and location of the Aerobin Hot Composters and other on-site composting facilities, so we can assess how much green waste can realistically be processed on-site versus requiring off-site disposal?

A: We have x4 400L Aerobin hot composters based at our Cemetery on Newton Road – they are only accessible with prior Council permission. These can, at any time, be at capacity from our in-house Cemetery Grounds maintenance activities so can never guarantee capacity. Please cost assuming that all waste will be processed by you off site.

 

Belle Vue roundabout (King Street). 

Q: The tender notes a new low-lying gravel/sedum garden scheme is required here. Is there a budget guide or any design parameters you can share for this new scheme, or is this open to the contractor's proposal?

A: This should be costed within your proposal, the Council would expect initial design, fabrication and installation / planting costs in year 1 and then any ongoing maintenance costs in year 2 and 3. This site is not appropriate for regular watering or tending so self-sufficient, hardy, drought tolerant schemes will only be acceptable.
